dunno. good question. I imagine it would depend on the audience you are trying to reach. Children=large, Teen=forget it, adults=12, Older=Large.
In the military we wrote at 7th grade level and used 14 pt as often as we could.

No. The military newspaper is the mouthpiece of the commander that it serves. Most commanders only want good news about their bases. They want to the world and their superiors to see that their men are healthy and brave, dependants are happy, and things are running at optimum efficiency. Depending on the commander it can be a real propaganda rag. I tried to do a story about plane crash once. Yikes! Don't print that! Another time I did a story about a sgt was getting the men in the base jail saved and baptised in the the base pool. Well that story just kinda disappeared.
So, avoid controversy and make the general look good and your newspaper wins awards.
Get a little edgy and you wind up peeling tators somewhere.
