What does it mean when a publisher of a magazine says they will pay $300 - $500 for full rights?
Does this mean that I can not publish this same material elsewhere? Do I lose ownership of my work?

Presumably. Usually that's referred to as "all rights," though. I've never heard the term "full rights" in my 15+ years of freelancing.

I would just ask if they mean "all rights." (Which means you cannot resell/reuse the piece.)
